Does a cardiologist need to have a heart attack? Does it help if your psychiatrist is schizophrenic? Should your pulmonologist require supplemental oxygen?
Of course a person can be an excellent and very effective counselor without having been an addict. Former addicts can also be lousy counselors. It takes more than personal experience to be effective at that very difficult job.

NO. Addicts respond best to those who have walked the walk and talked the talk. Many addictions counsellors are either in recovery themselves or have experienced it though family members.
